Meet Our Executive Team

Mark Puente
President & CEO
Mark Puente is the President and Chief Executive Officer of the University of Maryland Medical System Health Plans. His experience includes more than 25 years of working in Maryland’s health care delivery system as both a regulator and as a health plan executive. Before joining the System, Mark founded Riverside Health, Inc., a managed care organization that was acquired by the University of Maryland Medical System in August of 2015.

Before this, Mark served as CEO of Amerigroup, Maryland; Senior Vice President of Medicaid for Bravo Health, Inc.; and Deputy Secretary for the Maryland Department of Health & Mental Hygiene.

Mark earned his Bachelor’s degree, with a double major in political science and geography/environmental planning, from Towson University.

Paul Bechtold
Vice President of Strategic Planning/Chief of Staff
Paul has over 25 years of experience in the healthcare industry and was instrumental in opening Riverside Health to the Maryland market. Before Riverside Health, Paul served as the Associate Vice President of Provider Relations for Amerigroup in the organization’s Maryland, District of Columbia, and Virginia operations. During his tenure at Amerigroup, Paul was responsible for leading the health plan’s strategic contracting efforts, in which he successfully implemented an outpatient laboratory program, an emergency room reimbursement strategy, and a number of additional initiatives which resulted in significant annualized savings for both the health plan and state government.

Paul earned his Bachelor’s degree in Liberal Arts from Stonehill College and his Master’s degree in Health Administration from St. Joseph’s College.

Mary-Paul Snapp-Borleis
Director of Medicare Compliance
Mary-Paul has over 30 years of experience in the health care compliance field. Currently, Mary-Paul oversees all compliance related operations including but not limited to A&G, Part D, Quality Improvement, Member Services, Marketing, Health Services, Sales, and Finance related operations.

James Davis
Vice President of External Affairs
James has over 20 years of experience in the health and human services industry working for health insurance companies, healthcare providers, and government entities. He has been a successful leader in the operational areas of development, public affairs, marketing, and communications. James was a member of Riverside Health’s development team at startup where he worked to secure regulatory approval for the health plan’s entry into the Maryland market.  Before this, James worked as a hospital lobbyist and public policy consultant to physician groups.

James began his career in government as a legislative advocate for various public assistance programs aimed at ensuring adequate housing, healthcare, and nutrition for Maryland’s vulnerable citizens. He earned his Bachelor’s degree in Business Economics and History from Loyola University in Maryland.

Dan Fredman
Vice President of Provider Relations
Dan has over 20 years of experience in managed care, health plan operations, new market development, and network management. Before joining University of Maryland Medical System Health Plans, Dan was Director of Development for HealthSpring and was responsible for their Medicare expansions into new markets.

His experience also includes network management leadership positions at Bravo Health/Elder Health, Amerigroup, United Payors & United Providers, Advantica, and Randmark Managed Dental Services.

Alicia Gerald
Vice President of Implementation and Compliance
Alicia Gerald has 17 years of experience in healthcare finance, product development, and marketing in both the public and private sectors. She has extensive experience with Medicare Special Needs Plans and State Demonstrations to integrate care for dual eligible individuals. Alicia started her career in healthcare finance where she worked at Elder Health, Inc. and then at Johns Hopkins Hospital.  In 2005, she joined XLHealth, where she managed the development of new markets, receiving both state license and federal contract approval for multiple states. At Coventry Health/Aetna, she worked on the Dual Integrated Demonstration in several states. Alicia joined Riverside Health in 2013 to start its Medicare plan in Maryland.

Alicia earned her both Bachelor’s degree in Business Administration and her Master’s degree in Health Administration from the University of Baltimore.

David Margolit
Vice President of Operations
David has over 20 years of experience in the healthcare industry. He was the principal owner of JDS Healthcare Solutions, Ltd., where he provided senior level systems analysis, integration, and implementation consulting services. He advised clients in the areas of operational management, business process improvement, and re-engineering.

Before founding JDS, David was the Senior Project Manager and Director of Provider Contracting for UnitedHealth Group’s Medicaid subsidiary in Pennsylvania for over 5 years.

Becca Pearce
Vice President of Product Development
Rebecca has over 15 years of management experience in all facets of managed care including Medicare, Medicaid, the Marketplaces and the commercial market. Before joining University of Maryland Medical System Health Plans, she served as the Executive Director of the Maryland Health Benefit Exchange where she was responsible for establishing the organization as a state entity and developing and implementing all operational processes. Before this appointment, she held several roles at Kaiser Permanente. She began her career in product development at CareFirst BlueCross BlueShield in Owings Mills, MD.

Rebecca earned her Bachelor’s degree from Washington University in St. Louis and her MBA from the University of Maryland College Park.

Stephanie Selby
Vice President of Health Services
Stephanie has over 20 years of experience in the healthcare industry working in both clinical and IT settings. Before joining University of Maryland Medical System Health Plans in 2013, Stephanie spent four years focused on business process improvement, project implementation, and innovative solutions for a Medicare Advantage organization. 

She began her career in several startups including a physician-owned and operated third party administrator, as well as the first Medicare Plus Choice program operated within one of the nation’s leading continuing care retirement communities.

Stephanie is a registered nurse and Six Sigma Black Belt.

Jose Vazquez
Vice President of Solutions
Jose has over 18 years of experience in healthcare information technology and operations. Before joining the founding management team for Riverside Health, he served as a senior level consultant specializing in information technology implementation for Medicaid lines of business.

Jose earned his Bachelor’s degree in Biology from Rutgers University.

David Yalowitz, M.D. M.P.H
Chief Medical Director
Dr. David Yalowitz has over 30 years of experience as a Medical Director working in various hospitals and health care settings. Currently, Dr. Yalowitz is responsible for health services, Part D operations and quality improvement for University of Maryland Medical System Health Plans.

Matt Yancisin
Chief Financial Officer
Matt has over 20 years of experience directing the accounting, finance and human resources functions of companies. Before joining University of Maryland Medical System Health Plans, he served as Chief Financial Officer of Eyemaginations, Inc. a healthcare media and patient education company. Before Eyemaginations, Matt was the Chief Financial Officer of Spectrum K12 School Solutions, Inc., the leading provider of special education software applications in the United States.

Matt earned his Bachelor’s Degree from the University of Delaware and is a licensed Certified Public Accountant.
